Since the early 1980s the conversion of land to non-agricultural use has been arguably the most widespread and intense in China's history. The recent increase in non-agricultural land use has been caused largely by the rapid expansion of urban settlements and the construction of roads and stand-alone industrial sites. Among the factors contributing to these changes, rural–urban migration, urbanization and accelerating development are among the most important. Analysis of land use data from three coastal provinces suggests that variations in the share of land occupied for non-agricultural use among county-level administrative units can be explained largely by differences in population density, urbanization and level of development. While the conversion of land to non-agricultural use is bound to continue in the coming decade, recent institutional changes make it likely that future changes, particularly the encroachment on cultivated land, will be more restricted and better controlled.

Les spécialistes d'histoire économique étudient depuis plusieurs années le phénomène de « l'industrie avant l'industrialisation ». L'information recueillie jusqu'ici sur cette question semblerait montrer que la production industrielle était largement répandue dans les villages, les bourgs et les villes avant la révolution industrielle et le développement du machinisme. Parmi les caractéristiques de la protoindustrialisation, on retient les traits suivants : 1) Le commerce des produits industriels se fait non seulement à l'échelle locale, mais aussi à l'échelle régionale, nationale et même, dans certains cas, internationale. 2) Une grande partie de la main-d'oeuvre de la protoindustrie est fournie par des paysans qui y travaillent à temps partiel. 3) La protoindustrialisation se concentre dans certaines régions. Et comme, bien souvent, celles-ci ne vivent pas en autarcie, des liens étroits se nouent entre les régions de protoindustrialisation et les régions voisines où prédomine l'agriculture commerciale. 4) La protoindustrialisation régionale ne conduit pas nécessairement à l'industrialisation moderne ; dans de nombreux cas, elle a été suivie d'une désindustrialisation régionale.

In the nineteenth century Taiwan's economy depended mainly upon agriculture, and its social customs resembled those of South China from which most of its population originated. As both population and cultivated land steadily expanded during the century, aggregate output undoubtedly increased, but whether or not per capita income improved significantly is uncertain. During the third quarter of the century the island began to trade and enter into various contacts with the West; yet, like the mainland, Taiwan did not respond to this stimulus in a sustained, positive manner. Therefore, at the end of the nineteenth century Taiwan, by any criterion, still remained an underdeveloped economy: the few small cities on the island were poorly integrated with villages by transport and markets; unsanitary health conditions prevailed; economic activities depended entirely upon an uncertain harvest. If past performance was a guide to its future, the economic outlook for Taiwan appeared to be more of the same patterns of the past.
